Personal Investments • Logistics of slowly getting out of VXUS and into VEA in taxable? TLH?

Thanks for the posts on my other thread about VEA in taxable. In looking at our tax situation, and my personal preference, I've decided I want VEA (and its higher % of qualified dividends) in my taxable and a separate emerging markets in my Roth.

VXUS in taxable represents 17% of our overall portfolio. I have additional international in the 401ks.

What is the best way to slowly transition from VXUS to VEA? I've turned off automatic dividend reinvestment and all future contributions to international will go to VEA, but should I look for an opportunity to TLH? Should I bite the bullet on shares with a low cost basis so that I can avoid paying additional taxes, or just let it ride?
